Training

Training is required at each agency for all account holders and program coordinators to ensure that each person understands their roles and responsibilities within the GSA SmartPay program.  

Account Holders/ AOs

GSA SmartPay Online Training

OMB Circular A-I23 Appendix B requires each agency to provide training to all account holders and account managers (including A/OPCs and AOs).  Training is important in helping account holders and A/OPCs understand their roles and responsibilities, as well as reducing the risk of fraud, waste, and error.
   
In general, all program participants must:

  • Be trained prior to appointment and receive a training completion certificate
  • Take refresher training every 3 years (or more often if required by your agency’s training policy)

GSA SmartPay offers free online purchase and travel training for account holders and free online purchase, travel, and fleet training for A/OPCs.  The GSA SmartPay online training allows account holders to register, set up a profile, and manage their online training courses and certificates.  Agency Level 1 A/OPCs (or Top Level A/OPCs) can manage the online training certificates by running reports on account holders or searching for a specific account holder within their agency. Level 1 A/OPCs can access account holder information such as the type of training received, the date completed, and quiz scores.

Each training should take approximately 45 minutes to complete.  Each quiz contains between 20-25 questions and you will need a score of 75% or higher to receive a completion certificate.

Note: Completing the online training does not guarantee that you will receive a GSA SmartPay Account. You must check with your agency's policies and procedures and apply for an account through your program coordinator.

Printing Your Certificate:

To print/ download your certificate, you must first login to the GSA SmartPay Online Training.  Once logged in:

  1. Click on the "My Account" link located at the top of the page.  From My Account, click on the “My Certificates" button.  Next, click on the "View Certificate" link that corresponding to the required completed training course.
  2. Print/ Download your certificate by right clicking on the certificate image or through your web browser.

Program Coordinators

Training is important for program coordinators to help them understand their role and responsibilities in the GSA SmartPay program.  GSA encourages you to learn about your agency’s/organization’s specific program requirements and policies. Additionally, your issuing bank provides an Electronic Access System (EAS) and a program coordinator’s guidebook to help you manage the program.  To learn more about these tools, please contact the issuing bank.

On-site Training

As requested by agencies/organizations, your bank provides on-site training at an agency/organization specified location to groups of 20 or more A/OPCs, Designated Billing Office and Transaction Disputes Office points of contact, or any combination.  Agencies/organizations may group together to form a group of 20 or more for on-site training.  All contractor bank travel and site related costs associated with on-site training shall be borne by the contractor bank.  In some instances, GSA may provide a site to host this type of training.

Contact your implementation/ account manager at the bank to set up an on-site training session.

Defense Travel Management Office (DTMO) - DTMO provides oversight for commercial travel management, travel policy and implementation, travel card program management, training, functional oversight of the Defense Travel System (DTS) and customer support.

Micro-Purchase and Section 508 Requirements Training - How to make micro-purchases that conform with the Revised 508 Standards, including how the requirements apply to micro-purchases of hardware, software, and other ICT.

Citi Training Series for DoD Travel Conversion Training - Attention DoD Travel Card APCs. A reminder that on March 8th, Citibank will be launching an enhanced version of the CitiManager EAS you currently use.  To prepare, Citi is offering a myriad of training that includes both classroom and webinar-based training.  An overview can be found at https://citi.com/tts/sa/training-series/dod/index.html.  To register, log on to CitiManager and access the Citi Learning Center from the Web Tools (wrench) icon and select the courses under “What’s New”.  It is imperative that you attend this training prior to the March 8th launch.

The three-day event will feature comprehensive training covering all aspects of how to successfully manage your charge card program. In addition, you will have opportunities to share best practices and collaborate with other card managers, your bank’s representatives, GSA, and other government organizations.

  • Other agency personnel who play a role in managing their agency’s GSA SmartPay charge card program

This event is not intended for cardholders.

Important Items to Note:

  • April 2020 - The GSA SmartPay Forum’s website goes live with 2020 forum details. The website will showcase helpful information, such as the tentative training schedule, GSA SmartPay Program Certification (GSPC) requirements, mobile app information, and more.
  • May 2020 -  Online registration opens. Please note that no fee is required to register for this valuable event. It is highly recommended that those registering for this training forum obtain agency approval to attend prior to registering.  When online registration opens, hotel information will be released on the forum website.  At that time, you will be able to book your hotel room at the government rate.   Navy and Marine Corps personnel only: Contact your Hierarchy Level 3 A/OPC for more information about attendance.
  • If you received the GSPC - formerly called the Charge Card Manager Certification (CCMC) - in 2017, please note that it expires in 2020. In order to renew the certification for another three years, 2017 recipients are required to certify that you took 5 total GSA Qualifying and/or Bank/Brand Qualifying classes over the course of the 2018, 2019, and/or 2020 forums. In early September, 2017 recipients will receive an email that explains how to certify that you’ve met the 5 total class requirement. Once you complete the steps detailed in that email, the renewed certification will be available to you for download.
