Government Purchases Exemptions

Many cities in Colorado operate under home-rule jurisdiction under the Colorado State Constitution. This status allows them to levy and administer their own sales and use taxes within their city limits. Therefore, while Colorado law exempts the US Government from state collected sales/use tax for centrally billed purchases, home-rule jurisdictions may have different rules. Are surcharges allowed in this state?
Even though VISA/ MasterCard have eliminated the prohibition against credit card surcharges, merchants in this state are barred from imposing surcharges because it is illegal under state law.
